The Kyrgyz Republic has received financing from the Asian Infrastructure Investment Bank (AIIB or the Bank) toward the cost of the Water Supply and Sanitation Universal Access Program, and intends to apply part of the proceeds for the consulting services for which this REOI is issued.
The consulting services (“the Services”) include the baseline study aiming to assess and determine baseline values of the project/program result indicators, based on the approved results framework. The study will include the use of several instruments appropriate for the target audience and fit for collecting specific baseline information.
The baseline study will include a combination of qualitative surveys in target villages through focus-group discussions with key informants and in-depth interviews with representatives of municipal enterprises, and a quantitative survey of households. Data collected through the baseline study will be used to assess the current water supply and sanitation services and practices in the target area; the quality of service; willingness to pay for services and the degree of satisfaction of beneficiaries with water supply and sanitation services; the study also aims to collect data on the state of water supply systems in social institutions and other information required to calculate the project indicators and verify assumptions made in the economic and financial analysis of the project.

The Project Implementation Unit of the “Water Supply and Sanitation Universal Access Program” under the Department of Drinking Water Supply and Wastewater Disposal under the Ministry of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are given below. Key Experts will not be evaluated at this stage, but the Interested Consultants should demonstrate the capacity.
CONSULTANT QUALIFICATIONS AND EXPERIENCE
The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Procurement Instructions for Recipients (PIR) and based on the following criteria:
Core Business and Legal Status
The firm is a legally registered and functioning consulting entity for at least five (5) years with social and market research, and monitoring and evaluation assessments as part of its mandate.

Experience with Relevant Assignments
Successful completion of at least two (2) comparable assignments over the last five (5) years demonstrating capacity to plan, manage and deliver multi-instrument analytical assignments, such as:

Data Management and Reporting Capacity
Proven ability to collect, manage, analyze, and deliver datasets and analytical outputs in structured, agreed formats suitable for independent analysis demonstrated through at least two (2) reports/analytical reports produced based on statistical analysis of quantitative and qualitative data. Evidence of produced reports/datasets or articles is required.

The attention of interested Consultants is drawn to Section II of the Bank’s Procurement Instructions for Recipients (PIR), setting forth the Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the PIR.
