Client: Department of Drinking Water Supply and Wastewater Disposal under the Ministry of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic
The Kyrgyz Republic has received financing from the Asian Infrastructure Investment Bank (AIIB or the Bank) toward the cost of the Water Supply and Sanitation Universal Access Program, and intends to apply part of the proceeds for the consulting services for which this REOI is issued.
The consulting services (“the Services”) aim to ensure coordination, monitoring, and reporting of technical/engineering aspects, provide support and expert advice for planning and implementation of feasibility studies, conducting site assessments, preparation of detailed designs, design review, civil works, and supply and installation of the equipment within the Project.
The detailed Terms of Reference (TOR) for the assignment are attached to this Request for Expressions of Interest.
The Project Coordination Unit of the “Water Supply and Sanitation Universal Access Program,” under the Department of Drinking Water Supply and Wastewater Disposal of the Ministry of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic, now invites individual consultants (“consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The qualification requirements are
- University degree in the engineering field of water supply and sanitation, hydraulic engineering, or civil engineering construction (10 points);
- Knowledge of local requirements and procedures for preparation and conduction of construction works (10 points);
- Availability of a qualification certificate for the provision of relevant engineering services (15 points);
- Experience in the construction of water supply, sewerage, wastewater treatment systems, as well as other related infrastructure facilities for at least 5 years (25 points);
- Experience in managing and supervising the implementation of civil works contracts in the related fields; during execution of contracts for the construction of infrastructure facilities for at least 3 years (20 points);
- Work experience in the implementation of similar projects, preferably financed by international agencies (WB, ADB, EU, USAID, UNDP, and other international bilateral donor organizations) (10 points);
- Communication skills: writing and speaking Kyrgyz and Russian. Knowledge of English will be an advantage. (5 points); and
- Computer skills: MS Office, WORD, EXCEL, Outlook, Internet Explorer, graphics, AutoCAD, and calculation software (5 points).
The attention of interested Consultants is drawn to Section II of the Bank’s Procurement Instructions for Recipients (PIR), setting forth the Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with 2.20.2, 2.20.3, and 2.20.4 of the PIR for guidance on the selection methods for individual consultants set out in the PIR.
