Client: Department of Drinking Water Supply and Wastewater Disposal under the Ministry of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic

The Kyrgyz Republic has received financing from the Asian Infrastructure Investment Bank (AIIB or the Bank) toward the cost of the Water Supply and Sanitation Universal Access Program, and intends to apply part of the proceeds for the consulting services for which this REOI is issued.

The consulting services (“the Services”) aim to ensure an effective monitoring and evaluation (M&E) system to track the implementation progress of the WASUAP and AIIB PPSF Grant activities, assess the achievement of results and targets, identify risks and problems in a timely manner, and prepare recommendations for management decisions. M&E is a key tool to ensure the effectiveness of the project and compliance with donor requirements.

The detailed Terms of Reference (TOR) for the assignment are attached to this Request for Expressions of Interest.

The Project Coordination Unit of the “Water Supply and Sanitation Universal Access Program” under the Department of Drinking Water Supply and Wastewater Disposal under the Ministry of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic now invites individual consultants (“consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The qualification requirements are 

  • University degree in management, economics, sociology, public administration, or related fields (20 points);
  • At least 5 years of experience in monitoring and evaluation (20 points);
  • Experience in conducting research, developing methodologies, and analytical tools (10 points);
  • Experience in preparing analytical and reporting materials (10 points);
  • At least 3 years of work experience in projects funded by the World Bank and/or other international donors (15 points);
  • Kyrgyz is mandatory, fluency in Russian, and knowledge of English is an advantage (10 points);
  • Proficiency in Microsoft Office and project management tools (15 points).

The attention of interested Consultants is drawn to Section II of the Bank’s Procurement Instructions for Recipients (PIR), setting forth the Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with 2.20.2, 2.20.3, and 2.20.4 of the PIR for guidance on the selection methods for individual consultants set out in the PIR.
