REQUEST FOR EXPRESSIONS OF INTEREST: Modernization of the National Statistical Committee’s Website

The Kyrgyz Republic has received financing from the World Bank towards the costs of the Tax Administration and Statistical System Modernization Project (hereinafter referred to as the “Project”) and intends to apply part of the proceeds for consulting services for the development of a new website for the National Statistical Committee of the Kyrgyz Republic (NSC).

The objective of the Project is to enhance the effectiveness and efficiency of the national statistical system to provide relevant, up-to-date, and reliable statistical data in line with internationally recognized methodologies and innovations.

The Project’s support in the field of statistics will focus on the implementation of the new Law on Official Statistics, the promotion of national statistics in terms of digitalization, broader use of administrative data based on government systems interoperability, optimization of institutional relationships and system settings, improvement of statistical education, and the renewal of the basic IT hardware and software infrastructure.

The new official website is intended to provide a user-friendly and accessible source of statistical information and publications, as well as improve user engagement. Key requirements for the development of the official website include responsive design, easy navigation, security, data visualization, scalability, dissemination of statistical information, efficient search and filtering functions, and a robust content management system (CMS) that ensures durability and maintainability.

The estimated duration of this assignment is 26 weeks.

The National Statistical Committee of the Kyrgyz Republic now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Qualification Requirements: To be considered for selection, the consulting firm must meet the following minimum qualifications:

  • Must have experience in web development projects, especially the creation of information systems related to data processing – at least 3 assignments. Official references to completed successful projects and client recommendation letters must support this.
  • Previous experience in statistical projects will be an advantage.
  • Must have experience in conducting at least 3 knowledge transfer events related to the development and implementation of software, and its support, as well as skills in conducting effective online or in-person training.
  • Must have experience in implementing web projects, especially the creation of information systems related to data processing. Official references to completed successful projects and client recommendation letters must support this.

Main tasks of the consulting firm:

  • Provide a "turnkey" solution for the creation of the new NSC website (including stages of prototyping, design refinement, programming, transferring all content, agreeing on the project with the Client, and deploying the website on the Client’s hosting platform).
  • Develop user manuals and conduct training for support staff, employees of the Department of Aggregated Works, Communications, and Dissemination of Statistical Information, and system administrators on content management, system maintenance, and administration.
  • Ensure administrative and technical support, and quality control during a one-year (365 days) warranty period after signing the final acceptance certificates.

The team should include at least the following key experts with the required qualifications.

Interested Consultants should take note of paragraph 3.14 of the World Bank’s Procurement Regulations for IPF Borrowers (“Procurement of Goods, Works, Non-Consulting and Consulting Services under IBRD Loans and IDA Credits & Grants”), dated July 2016, revised November 2017 and August 2018 (“Consulting Services”), which sets forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultant to enhance their qualifications (the type of association should be clearly indicated in the proposal). Consultants may submit their expressions of interest as an individual firm or as a joint venture or sub-consultant arrangement. All members of the joint venture shall be jointly and severally liable for the entire assignment. However, the qualifications of sub-consultants will not be considered when evaluating the shortlisting criteria.

Only shortlisted Consultants will be invited to submit proposals, including detailed Terms of Reference.

Consultants will be selected in accordance with the Consultant’s Qualification and Cost-based Selection method set out in the Procurement Regulations.
