In 2023, ADB provided grant funds under the Almaty–Bishkek Economic Corridor Regional Improvement of Border Services Project Readiness
Activity 4 to the Government of the Kyrgyz Republic to develop the detailed engineering design of the proposed project facilities and mobilize project management unit (PMU) consultants to support the Border Service (executing agency [EA]) with enhancing the design and procurement readiness of the ensuing ABEC RIBS project. The grant, in the amount of US$0.8 million, was approved on 10 November 2023 and became effective on 15 November 2023.
For project implementation, a PMU has been established to carry out tasks in accordance with ADB requirements such as procurement, financial management, safeguards, protective measures, engineering supervision, performance monitoring, etc. The PMU is responsible for the day-to-day management and coordination of project activities, as well as the allocation of funds and management on behalf of the EA. The PMU Director/Team Leader manages the PMU and reports to the Deputy Director of the Border Service.
The Border Service intends to engage an independent external auditor (audit firm) to conduct a financial audit of the project for the 2023, 2024, and 2025 (until grant financial closing) fiscal years ending 31 December of each year.
