The Government of the Kyrgyz Republic has received financing from the Asian Development Bank (ADB) toward the cost of the Uch-Kurgan Hydropower Plant Modernization Project, and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to Bidders
from the eligible source countries of ADB.
The Open Joint Stock Company “Electric Power Plants” (EPP) (“the Purchaser”) invites sealed bids from eligible Bidders for participation in the bid for the supply of Dredging equipment and related services.
The project site is Uch-Kurgan Hydropower Plant, located in the town of Shamaldy-sai, Kyrgyz Republic, 270 km southwest of Bishkek, near the Uzbekistan border. Completed in 1962, it was the first power plant in the Naryn River cascade system. The HPP operates as a run-of-river plant, and because of sediments, the Uch-Kurgan reservoir has lost some storage capacity since its commencement. Therefore, this project aims to restore some of that capacity in order to ensure the efficiency and safety of the HPP.
The scope mainly includes the supply/delivery of a Dredging equipment and the necessary pipeline (to pump dredged sediments to the temporary sediment storage area). Services include training local HPP staff on how to operate and maintain the equipment, trial dredging (area adjacent to the dam) from the bottom sediments, and ensuring services are provided in accordance with the requirements of the Initial Environmental Examination (IEE).
Open competitive bidding (international advertisement) will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding: Successful completion as main supplier within the last 3 years, of at least 3 contracts each valued at USD 2,400,000.00 with nature and complexity similar to the scope of supply.

A site visit conducted by the Employer will be organized. If Bidder plans to visit the Site, an access permit shall be secured from the Employer. To secure a permit, the Bidder shall send a request to the Employer’s address indicated above, together with the following: the Designated Bidder’s representative, a Description of the position of the designated Bidder’s representative, Copy of the passport of the request shall be sent at least two weeks before the Pre-Bid meeting.
The maximum number of representatives for each bidder who can be given a permit is three (3).
The bidder shall bear their own costs for the site visit.

The price includes one set of documents as a hard copy and a soft copy. In the event of any discrepancy between electronic and hard copies of the Bidding Documents, the hard copy shall prevail. Hard copies will be presented upon confirmation of payment transfer, within one working day.
The hard copy of the documents can be obtained at the above-mentioned physical address, or it can be sent electronically via email or cloud service, upon proof of payment.
