REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – QCBS SELECTION)

Assignment Title: Consulting services for the preparation of a feasibility study, tender documentation, tendering support, and implementing technical supervision during the construction of the 220 kV Kristall-Yulduz high-voltage power transmission line and the modernization of the 220 kV “Kristall” and “Torobaeva”  substations

The Kyrgyz Republic has applied for financing from the World Bank toward the cost of the Regional Electricity Market Interconnectivity and Trade – Central Asia Project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the preparation of feasibility studies, tender documentation, and tendering support for the following infrastructures.

  • Construction of the 220 kV Kristall–Yulduz high-voltage transmission line;
  • Modernization of the 220 kV Kristall and Torobaeva substations;
  • Construction of a new 500 kV Bishkek Substation;
  • Construction of the 500 kV Kemin–Bishkek–Frunze transmission line; and
  • Extension of the existing 500 kV Kemin and Frunze substations.

The Services also include support to the existing Project Implementation Unit (PIU) and the provision of technical supervision during construction for the 220 kV infrastructures. The Consultant will assist the PIU in ensuring that all project activities are implemented in full compliance with applicable technical specifications, design standards, environmental and social requirements, contractual conditions, and the approved project schedule and budget.

The OJSC “National Electrical Grid of Kyrgyzstan” now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Shortlisting Criteria:

  1. The company has at least 10 years of experience in its core business, similar to the proposed task.
  2. The company has completed at least two tasks of a similar nature and complexity in the last 10 years. The completion of one or more tasks financed by the World Bank will be considered an advantage. Similar nature and complexity refer to tasks covering the preparation of technical designs and requirements, the preparation of tender documentation and support for the tender process, as well as the management of construction and supervision of substations and power lines (220 kV and above). Two separate assignments covering only technical design and procurement, or only construction management and supervision, will be considered as one assignment.
  3. Proven experience in construction management and supervision of substations and electrical networks in the Central Asian region will be an additional advantage (please do not send expert CVs at this stage).

Key experts will not be evaluated at the shortlist stage.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

The Consultants may submit their Expressions of Interest as individual firms or associate in the form of a joint venture or sub-consultancy. However, the qualification of the sub-consultant will not be evaluated when forming the shortlist. In the case of a joint venture, all the members of the joint venture should individually meet the shortlisting criteria and shall be jointly and severally liable for the entire assignment, if selected.

A consultant will be selected in accordance with the Consultant’s Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
