On November 3, 2025, the Governments of Switzerland and the Kyrgyz Republic signed an agreement to launch the project “Water Use Permits in the Kyrgyz Republic”.
The Swiss Government will allocate CHF 2.2 million to support the project, which aims to promote sustainable and efficient use of water resources in the Kyrgyz Republic. The project aligns with the newly adopted Water Code, which identifies the permit system as a key regulatory tool in water resource management.
Switzerland is committed to supporting the Cabinet of Ministers of the Kyrgyz Republic in strengthening the regulatory framework by implementing a water use permit system. This will enable water management authorities to establish mandatory standards and norms and ensure compliance among water users. The system will also facilitate effective water accounting.
The project will be implemented from 2025 to 2028.
