Abstract
This lecture will describe an analysis of 11 years of international engagements in Afghanistan, with a particular focus on the reconstruction and redevelopment of education. The key purpose of this presentation is to analyse the achievements, challenges and expectations in the field of education over the past 11 years. From 2002 to 13, the international community has supported the development of a modern and moderate state and the peace building process in Afghanistan.
The Government of Afghanistan and its international partners have made major contributions to the reconstruction and redevelopment of basic physical and technical infrastructures needed for the operation of security, political, economic and social services. Within this broad framework, this lecture will examine educational challenges, opportunities and expectations, including a discussion of the context of war and reconstruction in Afghanistan; an analysis of how the post-Taliban political developments resulted in a fresh wave of public enthusiasm and government and international support for education; and a brief analysis of government educational strategies and policies and international aid policies and priorities. The lecture will conclude with a discussion on the legacies of the international community after the United States-led coalition military forces, The North Atlantic Treaty Organization (NATO) and The International Security Assistance Force (ISAF), exit Afghanistan, or significantly reduce their level of participation in active military combat, in 2014.
Biography
Dr Yahia Baiza is a research associate at The Institute of Ismaili Studies (IIS), London, United Kingdom (UK). He received his PhD in education, and his master’s degree in educational research methodology from the University of Oxford’s Department of Education. He also completed a two-year Graduate Programme in Islamic Studies and Humanities at the IIS and the School of Oriental and African Studies (SOAS), University of London and has a degree in Engineering Technology from the Industrial College, Trnava, Czechoslovakia. Dr Baiza served as the National Representative of the UNESCO’s International Institute for Educational Planning at the Ministry of Education in Afghanistan. He is an educational supervisor at the IIS, an educational consultant and reviewer of academic articles, educational programmes and curriculum for Afghanistan, and an education analyst for BBC Persian Radio. Dr Baiza has conducted research on modern and madrasa education, religion, history and modern political developments in Afghanistan. He is the author of numerous articles on Afghanistan, and the book, Modern Education in Afghanistan: Developments, Influences and Legacies Since 1901 (London and New York: Routledge, 2013).
