On August 19-21, USAID Collaborative Governance Program (CGP) grantee PF Support to Economic Development and Education organized a training seminar for 20 participants on the theme “Enhancing the capacity of members of Public Councils of state agencies, specialists of the Parliament for civic monitoring of the electronic procurement system”.
The seminar was organized as part of the grant project “Promoting Public Oversight and Transparency in the Government Procurement System.” Training was conducted by Jyldyz Bazakeeva, Asian Development Bank, Trainer/Consultant on introduction of electronic procurement system in the Kyrgyz Republic, one of the initiators of development and introduction of Electronic State Procurement.
During the seminar, the participants received theoretical knowledge, legal framework of electronic procurement system and practical experience on registration and working with Portal on State Procurement. The participants were also familiarized with methodology of monitoring the effectiveness of electronic procurement system as well as assessment of risks for corruption in the electronic procurement system and many other aspects important for civic monitoring and civilian control aimed to improve the state electronic procurement system.
As a result of the training seminar, a group of experts was established representing the project and the participants of the training seminar, which together with representatives of state agencies will monitor the Portal on State Electronic Procurement during the upcoming six months. The results of the monitoring and recommendations will be presented and discussed at the roundtable in March 2016.
