The University of Central Asia’s Institute of Public Policy and Administration (UCA IPPA) began its Certificate Programme in Policy Analysis (CPPA) for new participants from Afghanistan in Bishkek on 24 August 2015.

This is the second time CPPA is being offered to Afghan civil servants, through an agreement between UCA and the Afghan Ministry of Finance.

“This is a demanding programme, and is rigorously quality assured.  The programme is offered to civil servants in Afghanistan, Tajikistan and the Kyrgyz Republic. The Afghan learners have scored the highest grades to date. The final assessment includes a capstone project; a policy paper participants develop, based on ongoing learning and analysis. It ensures participants focus on a policy issue and considers them from all aspects including gender,” said Dr Bohdan Krawchenko, UCA Director General.

 

In 2014, UCA offered CPPA concurrently to civil servants from Afghanistan, Tajikistan, and the Kyrgyz Republic. A total of 37 civil servants graduated from the programme in 2014.

 

“CPPA was very useful for Ministry of Finance staff, who adopted components of the programme in the Ministry strategy after graduation. The participants were motivated and committed to applying their new skills and knowledge in their work. The Ministry looks forward to the achievements of the next group of CPPA graduates, especially in the field of policy analysis which is crucial for the reform process in Afghanistan,” said Mr Musa Kamawi, Director of Human Resources of the Ministry of Finance.

In this second round, 13 civil servants from Kabul began the programme in Bishkek. They join 27 CPPA candidates from the Kyrgyz Republic at UCA in Bishkek and 28 candidates currently pursuing the course in Dushanbe, Tajikistan through a partnership with the Institute of Public Administration, under the President of the Republic of Tajikistan

 

CPPA is an executive programme for civil servants, independent analysts and staff at think-tanks and non-governmental organisations. It includes four modules: Policy Process in Government, Economics for Policy Analysis, Methods of Policy Analysis, Policy Monitoring and Evaluation. Each participant also develops and defends an original policy paper to a panel of senior researchers and government officials at an end-of-course colloquium. The programme is offered in a part-time, flexible modular format that accommodates cross-border learning.

 

Students who successfully complete the course will receive a professional development Certificate in Policy Analysis. It is a 25 credit European Credit Transfer and Accumulation System (ECTS) programme.  CPPA is offered within the framework of UCA’s Research and Public Policy Initiative (RPPI), supported by the International Development Research Centre, Ottawa, Canada, and the Aga Khan Foundation, Canada. RPPI aims to ground policy-making processes in Central Asia in sound evidence and policy analysis by building the capacity of researchers to conduct independent and critical studies and by expanding the ability of policy professionals to utilise such research in policy development.
