The expert community discusses the priority areas of development of the State Forensic Center under the Ministry of Justice of the Kyrgyz Republic

September 10, Bishkek. Today an expert meeting is held in Bishkek to discuss a Concept paper on development of the State Forensic Center (SFC) under the Ministry of Justice of the Kyrgyz Republic for 2015-2018 years, which was approved by Order of the Minister of Justice of the Kyrgyz Republic No. 82 on July 8, 2015.
 
The main purpose of the meeting is to discuss priority areas within Concept paper on development of the SFC and, specifically, to elaborate activities within Action plan on implementation of the Concept paper. Representatives of forensic units of state agencies such as the Ministry of Interior, the State Drug Control Service, the State Committee of National Security, the Ministry of Health), as well as the representatives of the Kyrgyz accreditation center under the Ministry of Economy of Kyrgyz Republic, independent experts, academic
community, international and civil societies are invited to the expert meeting.

The SFC is the only independent, specialized agency in the Kyrgyz Republic performing practical and scientific
researchs in the field of criminology and forensics. To the moment the SFC KR has been holding 48 types of
forensic, engineering, technical, economic, handwriting and other examinations for forensic and investigative agencies in the process of investigating and considering criminal and civil cases.

Today, the main objective of the SFC is to further develop forensic services’ activities, to expand the range of forensic examinations, enhance methodological framework and unify examination methods, improve the existing technical base, and improve the quality of forensic examinations through application of innovative technologies, strengthening the capacity of forensic experts, and introduction of the quality management system.

UNODC supports national efforts to strengthen the capacity of the SFC within the framework of UNODC Criminal Justice Programme for Kyrgyzstan. The main objective of the UNODC support is improving the country legislation in the field of forensic expertise, enhancing the forensic experts’ skills and knowledge, strengthening cooperation between this expertise institution and the law enforcement agencies of the country, as well as improving its material and technical basis, including construction of a new building for SFC KR.
