UCA’s Cholukov Recognised for Strengthening Local Governance

Bishkek, Kyrgyz Republic, 3 November 2015 – At a ceremony in Bishkek on 22 October 2015, Urmat Cholukov, University of Central Asia’s School of Professional and Continuing Education (UCA SPCE) Project Coordinator, received the Excellence in Local Government award from the State Agency for Local Self-Government and Inter-Ethnic Relations under the Government of the Kyrgyz Republic. The award recognised Cholukov’s efforts in developing capacity within local self-government and strengthening unity among citizens.
 
Under the University’s Promoting Stability and Employment Opportunities in the Kyrgyz Republic project funded by the Norwegian Ministry of Foreign Affairs, UCA SPCE facilitated Local Economic and Community Development (LECD) training for almost 100 heads of local government bodies in Naryn, Osh, Issyk-Kul and Batken regions.
 
UCA SPCE organised regional roundtables on Regional Development: The Basis of Reforms for the heads of local government bodies and, in collaboration with the Kyrgyz Government, a national roundtable on Local Government in Kyrgyzstan: State and Prospects of Development, attended by the Vice Prime Ministers of the country.
 
Through the Public Broadcasting Corporation of the Kyrgyz Republic, UCA SPCE also facilitated a dialogue between state authorities and local self-government to address the most pressing day-to-day issues faced by local governments.

“UCA’s Promoting Stability and Employment Opportunities in the Kyrgyz Republic project is designed to provide the critical training and dialogue needed to ensure that local civil servants have the resources they need to address the needs and concerns of their constituents,” noted Gulnara Djunushalieva, UCA SPCE Director.

Cholukov brings exceptional experience in local government to his position at UCA. Prior to joining the University, he held various positions in the National Agency for Local Self-Government of the Kyrgyz Republic and contributed to the institutional framework of local government. He provided systematic organisational and practical assistance to local governments, actively participating in the drafting of legislation in the sphere of local self-government and coordinating high-level and timely elections of heads of local government bodies at rural and district levels as well as  members of municipal councils.

“I am delighted to have received this award. It is further evidence of the strong relationship between UCA and our government partners, as well as the commitment of the Kyrgyz Government to strengthening the capacity of local self-government bodies, who serve as the front-line of government for our communities across the country,” said Cholukov.

Cholukov was also involved in implementing UCA SPCE's civil society strengthening programme in Naryn funded by the Canadian Department of Foreign Affairs, Trade and Development and the Aga Khan Foundation Canada, as well as LECD training programme for civil servants in Bishkek, Naryn, and Issyk-Kul supported by Kumtor Gold Company.
