The Osh City Mayor Office, in partnership with the Public Union Youth of Osh, presented the Online Map for Citizen Reporting (
http://map.oshcity.kg/). The map will enable citizens to inform the Mayor Office on their needs in specific municipal needs, gaps, and other issues of the city. All reports are registered and indicated on the map so that everyone can see what problems exist in the city and how they are addressed.
The map was presented at the press conference with participation of Osh Mayor Aitmamat Kadyrbaev, Vice-Mayor Kutmanaly Abdyrakhman uulu, executives of municipal companies, and representatives of CSOs and territory councils.
According to Kutmanaly Abdyrakhman uulu, Osh Vice Mayor, the online map for citizen reporting simplifies the interaction of citizens with the municipal service providers in dealing with problems of urban utilities.
"We express our deep gratitude and appreciation to the Public Association Youth of Osh - initiators of the project, as this online map for citizen reporting will help in establishing a close relationship between the urban municipal service providers and residents of the city of Osh. The Osh Mayor’s Office encourages all citizens to speak openly about their problems through
www.map.oshcity.kg ,” - noted Kutmanaly Abdyrakhman uulu.
According to project manager Begimai Bekbolotova, the map is an excellent monitoring and evaluation tool of municipal service performance: “The map is very simple and user-friendly. All issues reported are visible on the map. One can easily send a message by completing a special form. Your message will be passed to the relevant municipal company and the Mayor Office. According to the law, response must be provided within two weeks, otherwise, you have the right to report to relevant bodies.”
The map for reports was introduced as a part of the project “8x13” (8 municipal services, 13 territory councils) aimed at promoting transparency of local authorities and improving their cooperation with Osh citizens. The project is mainly focused on improvement of performance of Tazalyk municipal service and public transport.
This project is supported by the Collaborative Governance Program (CGP) promoting effective collaboration among civil society, the private sector, and the Government of the Kyrgyz Republic. The Program is funded by the US Agency for International Development (USAID) and UK Department for International Development (DFID), and implemented by East-West Management Institute (EWMI).
