Bishkek, Kyrgyz Republic, 5 February 2016 – The University of Central Asia’s Institute of Public Policy and Administration (UCA IPPA) recognised ten graduates of its Certificate Programme in Policy Analysis (CPPA) at a ceremony in Bishkek on 5 February 2016.
The group of ten included civil servants, non-governmental organisation employees and academics.
Among those receiving the Certificate in Policy Analysis was Altynbek Ashymaliev, Head, Project Implementation Department, State Property Fund, Government of the Kyrgyz Republic.
“The programme is a one of a kind, as it enables participants to gain and then apply the new and necessary knowledge in policy analysis. The analysis of the concrete challenges in public policy made was a good practical tool for civil servants engaged in decision making,” said Ashymaliev. “Participation in the programme contributed to my professional development.”
Now entering its fifth year, UCA IPPA continues to provide an international standard of training in policy and analysis to civil servants from Tajikistan, the Kyrgyz Republic and Afghanistan at UCA Learning Centres in Dushanbe, Tajikistan and Bishkek, Kyrgyz Republic.
CPPA’s flexible modular format allows working professionals to participate in the certificate course, which is a 25-credit European Credit Transfer and Accumulation System (ECTS) programme. Graduates of the executive programme receive a professional development Certificate in Policy Analysis and a certificate supplement detailing the programme and the learner’s achievement in accordance with European norms.
Delivered in Russian, the Programme is taught by an international team that includes Associate Professor Oleksandr Kiliievych, National Academy of Public Administration under the President ofUkraine; Zaure Sydykova, Small Business Development Centre, Bishkek; and Dr Roman Mogilevskii, IPPA Associate Director.
In addition to its four modules, Policy Process in Government, Economics for Policy Analysis, Methods of Policy Analysis, and Policy Monitoring and Evaluation, each participant must develop and defend an original policy paper to a panel of experts.
“CPPA offers the opportunity to explore and apply critical concepts and methods in policy analysis. We are glad the Programme made a contribution to the career development of participants,” said UCA Director General Dr Bohdan Krawchenko.
CPPA is offered within the framework of IPPA’s Research and Public Policy Initiative (RPPI), supported by the International Development Research Centre and the Aga Khan Foundation Canada. RPPI aims to ground policy-making processes in Central Asia in sound evidence and policy analysis by building the capacity of researchers to conduct independent and critical studies, and by expanding the ability of policy professionals to utilise such research in developing policy.
