Talas to Host Discussions on the Use of Digital Signature

Talas. Roundtable discussions to raise awareness of entrepreneurs on the use of electronic digital signature (DS) will be held in Talas. Representatives of government agencies, businesses, civil society, and the media will discuss the existing problems and opportunities in the use of the DS in interactions between businesses and government agencies, as well as to familiarize both parties with the legal-regulatory framework for electronic digital signatures.
 
Registration for the meeting will start at 9.30 a.m. on April 6, 2016, at Talas Restaurant – 246 Chinghiz Aitmatov Street, Talas. The roundtable discussion is being organized by the Center for Civil Initiative Development Aikol in partnership with the Association of Suppliers, Manufactures, and Distributors as part the project “Optimizing the Use of Digital Signature” supported by the United States Agency for International Development (USAID) and United Kingdom Department for International Development (DFID).

Surveys conducted by the Association of Suppliers, Manufactures, and Distributors among entrepreneurs and civil society members in the regions of Kyrgyzstan have shown that respondents do not know about digital signatures and why they are useful. In the course of surveys, the Association of Suppliers Manufactures, and Distributors conducted an informational campaign on DS which has resulted in many respondents stating that DS would make it easier to submit documents in an electronic format in response to tenders. This would be true for both for entrepreneurs and non-profit organizations throughout the regions. In this regard, it is important to carry out a large-scale informational campaign on DS among the population.

Currently, a Government Resolution is being drafted to standardize the use of DS in the Kyrgyz Republic to help entrepreneurs address existing issues such as the lack of a regulation which clearly states that one DS is enough for interaction with different government agencies; reduce corruption through the use of online interactions between entrepreneurs and government employees; ensure convenient online (electronic format) interaction with authorities providing services; minimize time and financial expenses required for signing documents required for doing business with the Government; and provide applicants with one point of entry to services in electronic format.

This project is supported by the Collaborative Governance Program (CGP) promoting effective collaboration among civil society, the private sector, and the Government of the Kyrgyz Republic. The Program is funded by the US Agency for International Development (USAID) and UK Department for International Development (DFID), and implemented by East-West Management Institute (EWMI).
