Bishkek, Kyrgyzstan, 11 May 2016 - Graduates of the University of Central Asia’s Institute of Public Policy (UCA IPPA) Certificate Programme in Policy Analysis (CPPA) formed an Alumni Associatio n on 11 May 2016 in Bishkek, Kyrgyz Republic.
The 21 CPPA graduates from government agencies, non-governmental organisations and academia formed an alumni association comprising of graduates from both the first and the second cohorts.
“The mission of the IPPA Alumni Association is to engage and serve all IPPA alumni, strengthen alumni bonds of professional association, promote lifelong learning and fellowship and advance evidence-based policymaking.” said Dr Roman Mogilevskii, IPPA Associate Director.
Members of the newly formed IPPA Alumni Association gathered to discuss the organisation’s future activities. The Association aims to support IPPA alumni working in the public sector by exchanging career experiences and opportunities and promoting robust discussion of policy issues and policy-making through learning events and the dissemination of new research.
“The Association will become a professional platform for engaging public policy problems and promoting policymaking in Kyrgyzstan, by gathering young experts in various fields who will shape the Association’s activities,” said Evgeniy Badilovskiy, IPPA alumni and Co-Chair.
At the meeting, participants elected the two Co-Chairs, who will be coordinating the work of the newly formed Association.
“We hope that forming the Association will help advance the career and personal development of learners and involve new people and a new generation of ideas in the IPPA Programme and UCA in general,” said Meerim Sataeva, IPPA alumni and Co-Chair.
CPPA is an executive programme designed for civil servants, independent analysts and staff at think tanks and non-governmental organisations. It includes four modules: Policy Process in Government, Economics for Policy Analysis, Methods of Policy Analysis and Policy Monitoring and Evaluation. Each participant also developed a policy paper and defended it before an expert panel.
The course is a 25-credit European Credit Transfer and Accumulation System (ECTS) programme. Since 2014, UCA IPPA has delivered CPPA to civil servants from Afghanistan, the Kyrgyz Republic and Tajikistan under the framework of its Research and Public Policy Initiative, supported by the International Development Research Centre, Ottawa, Canada and the Aga Khan Foundation Canada.
Earlier this year, civil servants from the Ministry of Finance of Afghanistan who completed the IPPA Certificate Programme formed a professional association in Kabul, Afghanistan. CPPA graduates in Tajikistan plan to form their own association in Dushanbe, Tajikistan in June 2016.
