Care Leavers (People Leaving Institutional Care): Reality and Opportunities

Bishkek –On June 21, 2016, Public Charitable Foundation “Oasis” and Public Association “Our Voice” will conduct a round table –“Care Leavers: Reality and Opportunities,” – as a part of the Care Leavers Advocacy Project. The roundtable will start at 13 p.m. at the Golden Dragon Hotel. The project is supported by the Collaborative Governance Program, funded by USAID and DFID.
 
The objective of the round table is to promote stakeholders’ understanding of care leavers and the changing approaches of working with care leavers through awareness about the current status of care leavers, of their socialization, and society and government’s role in the process.

As part of the project, Oasis and Our Voice prepared an analysis of existing legislation and recommendations on supporting care leavers for the Government of the Kyrgyz Republic. They also prepared a preliminary cost-benefit analysis to enhance government support for orphanage care leavers in the Kyrgyz Republic. Both analyses will be presented at the roundtable. Project specialists have also developed a stimulation exercise for roundtable participants to help them better understand the challenges care leavers face.

Representatives from the Jogorku Kenesh (Parliament), Office of the Government and other state bodies of the Kyrgyz Republic; representatives from USAID, UNICEF and other international organization; and members of Pubic Councils, NGOs and the care leaver community are expected to participate in the event.

More than 20,000 children –88 percent of them with living biological parents or relatives –live in residential care facilities in the Kyrgyz Republic, according to UNICEF. And that number is increasing annually by 1,000 children.
The project is supported by the Collaborative Governance Program (CGP), which promotes effective collaboration among civil society, the private sector, the Government, and the private sector in the Kyrgyz Republic. The Program is funded by the United States Agency for International Development (USAID) and the United Kingdom Department for International Development (DFID), and is implemented by East-West Management Institute (EWMI).
