The National Center of the Kyrgyz Republic for prevention of torture will hold a series of events dedicated to the International day in support of victims of torture from June 19 to June 28, 2017 within the framework of the awareness-rising campaign "Combining efforts against torture".
The " Open doors day" will be held in six regions of the Kyrgyz republic. The objective of these events is to cover the mission of the National Center - prevention of torture and ill-treatment, as well as facilitation of improvement of the detention conditions of detainees and prisoners. During the information campaign the journalists and all interested persons will be able to familiarize themselves with the work of the National Center and to ask questions.
The National Center as an independent state body was established in accordance with the law of the Kyrgyz Republic in 2012. The Center started its activity in 2014. Its work is carried out by sudden visiting the correctional facilities and places of detention without prior notice to the administration. The Center also makes recommendations to the relevant authorities regarding improvement of the detention conditions and treatment of persons deprived of freedom or with restricted freedom.
For 2016 the National Center made 1096 preventive visits, received 132 reports about torture, for which the prosecution bodies initiated 9 criminal cases.
The regional events will enhance the awareness of the public about the work of the National Centre and protection of the right of freedom from torture and ill-treatment in places of deprivation and restriction of liberty.
The deputies of local keneshes, employees of law enforcement agencies, as well as medical workers will be invited to the "Doors open day". The local activists, NGOs, mass media, representatives of religious denominations and legal clinics are also invited to participate in this event.
The "Doors open days" are held within the framework of the project "Support to the consolidation of national efforts to prevent torture and other cruel, inhuman or degrading treatment or punishment and in the fight against impunity in the Kyrgyz Republic" funded by the European Union and the "Soros Foundation - Kyrgyzstan".
