Financial expert / Accountant (individual consultant)

OJSC "Electric Power Plants" announces the recruitment of the Financial expert / Accountant under the Uch-Kurgan HPP modernization project.

Project "Modernization of the Uchkurgan HPP" financed by the Asian Development Bank (ADB) 

The objective is to support the OJSC “Electric Power Plants” (EPP) PIU-Uch Kurgan in the financial and accounting issues of the Project. The individual consultant will work for EPP PIU-Uch Kurgan and will report to the PIU-Uch Kurgan manager.

The duration of the assignment is 1 year, with the possibility of an extension.

Tasks:

• Support preparation of project financial statements in accordance with the IFRS reporting system;
• Establishment and maintenance of quality financial management system on the project including budgeting, accounting, internal control, preparation of reports, and flow of funds satisfying ADB;
• Maintenance of the ADB project financial statement system;
• Ensure proper management of project funds and their payment in accordance with the requirements of the accounting and financial procedures of ADB and the Kyrgyz Republic;
• Ensure timely reporting of financial activities and monitoring and the provision of all information, and documents for internal and external auditors of the project;
• Preparation of quarterly financial reports;
• Preparation of annual financial report and explanatory notes in accordance with ADB requirements;
• Be responsible for the timely conducting of project financial statements audits by independent auditors and for the timely provision of the auditors' report to the ADB and the Government of the Kyrgyz Republic;
• Monthly preparation of the general ledger to ensure the accuracy and completeness of accounting operations by pointing and correcting any errors and distortions;
• Monitoring the status of the budget for project components and expenditure categories reporting to the head of PIU for any significant differences and making recommendations for appropriate action;
• Maintenance of the computer-based accounting system (1C Accounting program) which helps to work out internal financial reports and ensure timely delivery of internal reports in a form consistent with the requirements of ADB and other donors, and in accordance with the requirements of project financial reporting;
• Preparation of applications for withdrawals from the project account in accordance with the guidance on disbursement and the ADB requirements;
• Ensure proper operation of bank accounts of the project, including the special account and project accounts in accordance with the procedures of accounting and internal control;
• Maintain records and control of the basic funds of projects and participate in the annual commission on the inventory;
• Performance of other duties as instructed by project director; and
• Ensures that the project activities comply with conditions set out in the Financing Agreement between the government and ADB.

Qualification:

• University degree in accountancy, finance, and economics;
• At least 3 years of working experience in accounting, experience in the energy sector is encouraged;
• At least 2 years experience as a financial specialist, accountant, or other similar role within the projects financed by ADB or other international donors. Experience in conducting disbursement operations is encouraged;
• Knowledge of the tax code of the Kyrgyz Republic and experience in issues related to the taxation of investment projects;
• It is preferable to have minimum English proficiency in order to conduct correspondence in financial matters of the project and to prepare withdrawal applications.
