KEY RESPONSIBILITIES:

Project Name: Living with Dignity: Preventing Violence Against Women and Girls in Tajikistan and Kyrgyzstan

THE DUTIES

The Communication consultant will provide communications support to the projects’ team and the global organization in general to ensure strong advocacy and public communications of the organization’s activities and results.

Communications consultant is responsible for implementation of the comms activities according to the approved project budget for comms activities and thus should be closely monitoring the budget execution to keep expenditures within the budgeted lines.

  • Implement the International Alert Kyrgyzstan’s Communications plans and strategies in line with the Central Asia region and Kyrgyzstan Country programme strategy, annual and work plans.
  • Development of communication strategy and social media plan for visibility of the projects. Develop an awareness raising, media campaign online, and communications plan.
  • Coordination of communications material production (videos, infographics, leaflets, reports, other)
  • Coordination of tenders on communications products, conducting procurement of the items related to communication and media products.
  • Develop press releases, articles, and other communications materials on the project activities and outcomes/results, including coordination of the project’s visibility through the media.
  • Administer social media accounts by generating the content, providing user support, coordinating with relevant staff to address user problems/issues, improving layout and design
  • Create sponsored posts on our Facebook/Instagram platform to engage with our target audiences.
  • Design of social media materials, as well as other project materials.
  • Coordination with the Public Relations officers of partner organizations on communications materials use
  • Develop project success stories.

  • Provide inputs to the programme development team to design effective communications strategies and activities for new programme activities and proposals. 
  • Substantially contribute to the formulation of the Draft Concept Notes.
  • Represent Alert Kyrgyzstan in the global International Alert Communication Network.
  • Coordination with Communication officers in HQ on the updates of the International Alert’s office in Central Asia. Timely submissions of the informational materials on International Alert’s web page.
  • With the assistance of project managers, develop CEO updates for reports to the HQ – London office.

OTHER

  • Contribute to Alert’s organizational processes and strategies
  • Contribute to team-wide communications and knowledge management, and participate in organization-wide events and discussions on related topics/projects
  • Act as translator/interpreter as necessary
  • Any other tasks as requested by the supervisor as required.

Monthly deliveries: The consultant should follow the project Work Plan and deliver work results accordingly. 

PERSON SPECIFICATION

  • Citizen of Kyrgyzstan or with the right to work there
  • Bachelor or university degree level in media and communications or public advocacy, environmental management or public administration, public policy, social sciences or other related field
  • No less 2 years experience in media/public communications
  • Experience working with social media and outlets is essential. Be proficient in using and managing Facebook, Twitter, Instagram, YouTube, and blogs for marketing/campaigning purposes.
  • The ability to develop effective PR and media strategies, communication plans, and creative ideas for generating press coverage is required.
  • Experience in the area of peacebuilding; social development; gender/women empowerment environmental management or climate change is an advantage.
  • Proven experience in writing success stories and development of video content is required.
  • Work experience including field and national level experience in Kyrgyzstan; interaction with national government bodies, communities as well as local self-government, or informal local structures such as religious institutions is an advantage.
  • Innovation, creativity, and ability to motivate others
  • Fluency in written and spoken English, Russian and Kyrgyz
  • Competent in the usage of computers and office software packages (MS Word, Excel, etc.);
  • Ability to work under pressure and with tight deadlines – to be able to prioritize clearly;
    • Excellent interpersonal skills and communication skills;
    • Proven track record of securing media coverage (especially around a campaign) ;
    • Ability to work in a dispersed team;
    • Personal and professional integrity;
    • Flexibility, initiative, and a “can do” attitude;
    • Meticulous attention to detail;
    • Displays cultural, gender, religion, race, nationality, and age sensitivity and adaptability;
    • Eagerness to learn and contribute to the dynamic work of International Alert staff in the Kyrgyz Republic.
    • Knowledge of M&E methodologies
    • Understanding and familiarity with conflict-sensitive approaches to development

Conditions

The Consultant must be registered as a Private Entrepreneur according to Kyrgyz legislation and be responsible for his own taxes and social benefits. The expert must provide a valid PE certificate upon the contract start, provide monthly social polis, and require tax payments to receive his/her payment promptly.
