Consultant on reviewing, mapping, and enhancing the existing PDO tools

Nature of the consultancy: Under the overall supervision of the Head of Office and the direct supervision of the Programme Coordinator, the successful candidate will assist IOM and the Centre for Employment of Citizens Abroad (CEA) under the Ministry of Labor, Social Security and Migration of the Kyrgyz Republic in reviewing, mapping and enhancing the existing pre-departure orientation tools and services for potential migrants.

Project Context and Scope:

In 2022 IOM started implementation of the regional ‘Labour Migration Programme – Central Asia’ funded by the Swiss Development and Cooperation Agency (SDC) with an overall goal to contribute to enhancing labour migration governance to better respond to employer and labour market needs while ensuring protection of migrant workers and enhancing development impacts in both countries of origin and destination. The project’s main target groups are the prospective migrant workers, migrant workers, and their families, returning migrant workers, government agencies responsible for migration management, international labour recruitment, private recruitment agencies, private sector/employers, vocational education and training institutions, financial institutions engaged in remittance transfer services and remittance recipients.

Output 4.3. “Governments have relevant knowledge and data to coordinate and improve the delivery of pre-departure communications mechanisms in countries of origin” will map the existing tools and institutions providing information services for prospective migrants as well as highlight any linkages that may exist between service providers. Drawing on IOM’s work within the Comprehensive Information and Orientation Programme (CIOP), activities under this output will outline the content and type of communication that is most relevant to prospective migrants within each stage of their pre-departure process and compare it to existing services. It will also outline the desired and existing connections between institutions providing information at the different stages of pre-departure. Finally, activities under this output will provide recommendations on systems design and content development to enhance pre-departure communications with prospective migrants across the entire course of their decision-making process.

Particular attention will be paid to ensuring that pre-departure information systems and services are designed to encourage the use of such services by prospective female migrants and to ensure that gender considerations are included within both the content and the communications of services.

The hired Consultant will assist IOM and CEA in reviewing, mapping, and enhancing the existing pre-departure orientation tools and services for potential migrants, as well as in supporting TOTs to CEA specialists on the newly developed PDO modules and also on the newly adapted training packages.  

Organizational Department / Unit to which the Consultant is contributing: Policy Coordination and Data Unit, in the framework of “Labour Migration Programme in Central Asia” (Phase 1) funded by the Swiss Agency for Development and Cooperation SDC: LM.0479.KG10.N1.10.011. 

Category A Consultants: Tasks to be performed under this contract:

  1. Reviewing of the existing developed PDO materials for potential migrants with the staff of the Center for Employment of Citizens Abroad;
  2. Organize sharing meetings and conduct technical meetings with the key staff of CEA for gathering feedback on improving PDO tools;
  3. Enhancing, mapping, and incorporating PDO materials and existing services for all Countries of Destination – to be further adapted nationally as per relevant context (e.g. legal information on CoD, specific working sector, etc);
  4. Assist and support training providers to deliver ToTs on the newly developed PDO modules and also on the newly adapted training packages to key specialists of CEA;
  5. Participate in the testing of newly developed PDOs with a small group of potential migrant workers;
  6. Coordinate the tasks closely with the Programme Coordinator and report monthly progress to IOM;
  7. Provide monthly reports to IOM, indicating the progress of PDO enhancing, mapping, and incorporating. 

Performance indicators for the evaluation of results:

  1. Highlight the existing PDO materials in the Center for Employment Abroad
  2. Outline and compare the existing PDO tools to be improved;
  3. Assist in facilitating ToT activities using the newly developed PDO modules and tools developed
  4. The Center for Employment of Citizens Abroad is assisted with the development and adoption of the newly developed PDO tools;
  5. Analysis of the testing of newly developed PDOs, indicating X% of knowledge increase;
  6. PDO tools for CoDs at different levels have been improved and adapted to the country context. 

Education, Experience, and/or skills required:

  1. Education: Minimum bachelor’s or higher degree – completed university degree is an advantage; Other formal education relevant to the assignment;
  1. Experience: - At least 2 years of experience in working with migration and development; 
  • Knowledge and understanding of the migration issues;
  • Experience in working with government agencies and international organizations.
  1. Competencies and Skills:
  • Good knowledge of the migration & PDO;
  • Extensive knowledge of labour migration context in Kyrgyzstan
  • Familiarity with IOM’s mandate;
  • Good command of oral and written Russian and Kyrgyz; knowledge of English is an advantage.

  • Good interpersonal skills, solid judgment/decision-making, initiative, and creativity;
  • Cultural and gender sensitivity.
