Peace Corps/Kyrgyz Republic (PC) seeks bid proposals for a Contractor (Owner’s Engineer) for services to conduct a review; and consultations; provide planning services; and provide construction oversight and management of workflow and completion of planned work for expansion/renovation of an existing office building of Peace Corps/Kyrgyz Republic. The office is located at 304, Chokmorov Street, Bishkek, Kyrgyz Republic.

Projected timeline to complete the entire project: AUGUST 2024 through FEBRUARY 2025  

Carefully review all the instructions below before preparing/submitting your Bid:

FIRST STEP

  1. All interested bidders (contractors) meeting the required Minimum Criteria (refer to list far below) need to follow this process:
    1. First, as soon as possible, contact the Peace Corps (PC) at the email address below to 1) confirm your interest in providing a Bid on the project 2) conduct an initial site visit and walkthrough of the project.
    2. IMPORTANT: It is the responsibility of bidders/contractors who are interested in submitting a Bid to schedule and have COMPLETED a site visit to the facility by:

SECOND STEP

After completing the initial site visit: Contractor to submit a complete BID PACKAGE to Peace Corps Kyrgyz Republic to include the following elements:

  1. Narrative description of your proposed team and work. Include background details (professional qualifications, education, years of relevant experience, and C.V.) for each of the team members associated with the work to be done as well as the name of the primary Point of Contact for the project that will liaise with Peace Corps.
  2. Proposed Bid Cost. Please provide costs for your bid utilizing the attached Request for Bid – cost worksheet (Excel formatted file) that is being provided to you. The worksheet has delineated the work tasks utilizing the categories referred to in the RFQ, see below. Please also review below the Scope of work for the project.

DEADLINE to submit a complete BID PACKAGE: SUNDAY, JULY 21, 2024 by 18:00.

    1. IMPORTANT: Bid packages submitted are to include all required details requested above, including a detailed Request for Bid cost worksheet in the correct format.

CONFIDENTIALITY Agreement – The Bidder agrees upon receipt of this information to maintain the confidentiality of the information contained herein.

Conflict of interests – The Bidder agrees to disclose to Peace Corps/Kyrgyz Republic any and all potential conflicts of interest in the event they have any contractual obligations with the owners of the property and if selected for the work, any and all potential conflicts of interests with any considered or selected contractors or service providers associated with the proposed work, construction and any other related services to this project. 

DESCRIPTION OF RFQ   

Description: Expansion\renovation of an existing office building, located in Bishkek, Kyrgyz Republic

Land plot area: 3420 sq. m. 

Interior space area: 824 sq. m.

Expected expansion office space: 150 sq.m.

Peace Corps/Kyrgyz Republic seeks a Contractor (Owner’s Engineer) for services to conduct a review, consultations, and provide planning services for an office facility intended for Peace Corps personnel. Scope of work will include: 

  1. Consultations. Provide consultations regarding needs and use of facility and design of exterior and interior components to meet organizational and staff needs. 
  2. Design documents. Assist Architect/Designer with the preparation of drafts and final design and construction documents required for site and building works and recommendations for use of interior and exterior space. 
  3. Engineering review. Review for completeness, feasibility, and meeting municipal code requirements all works being planned and designed for building site and facility. 
  4. Construction oversight and management of workflow and completion of planned modifications and changes. Provide oversight for all construction services contracted and subcontracted. Manage required documentation including submission of permits and all legal requirements for execution and completion of required works to site and building for occupancy.

SCOPE OF WORK

Engineering and Construction Management Services  

Address of Property: 304 Chokmorov Street, Bishkek, Kyrgyz Republic

The individual or company selected to provide services in Engineering and Construction Management will be tasked with the oversight of the following work being planned for the expansion and renovation of the property listed above. The oversight and work to be provided by the contractor will assist Peace Corps/Kyrgyz Republic in:

  1. Preparations of all applicable construction documents to be used for the work described below.
  2. Oversight and inspection of construction as per the general summary list below and assistance in contract management. The contractor will ensure work is carried out per the specifications of the developed design and construction documents. The Owner’s Engineer will sign regular certifications on completion of works. 

General summary list of planned construction works by Peace Corps/Kyrgyz Republic 

Exterior

  1. Compound Access Control (CAC) building. Expansion of a CAC building (Entrance Guard Booth).
  2. Generator structure. Possible reallocation of a secured power generator structure to be located at the territory of the property.
  3. Vehicle-covered garages. Renovation or expansion of vehicle-covered garages for 8-10
  4. Storage warehouse. Renovation or expansion of warehouse(s) that will be located on the site.
  5. Heating system: Renovation and expansion of available heating systems.
  6. Potential Rooftop Solar Panel: Installation of solar panel systems.
  7. Possible Landscape works of certain exterior spaces.
  8. Metal grills: Installation of metal grills on the newly constructed building
  9. Shatter Resistant Window Film: Installation of Shatter Resistant Window Film (SRWF) on the newly constructed building’s
  10. Utility upgrades and installations. IT fiber-optic cable and any other utility upgrades determined to be needed (electrical, water, drainage).

Interior

  1. Reconfiguration of existing and construction of new bathrooms.
  2. Reconfiguration and/or construction of kitchen, safe haven room, conference room, medical, IT, cashier units’
  3. Installation of air-conditioning and air-filtering systems where needed.
  4. Installation of IT infrastructure.

Other Requirements

 a. As an agency of the United States Government, the Peace Corps is subject to all applicable health, safety, and security standards, and requirements established by the U. S. Embassy in Bishkek. All installations and works performed by the contractor in the facility will be subject to final inspection and approval by the U.S. Embassy in Bishkek.

The contractor must adhere to and satisfy all relevant municipal regulations and inspections pertaining to the work performed, and obtain all final permits or other legally required approvals.

The Contractor is responsible for ensuring that all connections to public utilities (water, electricity, etc.) are completed in strict accordance with all applicable municipal regulations and technical requirements, and obtains all final inspections, and approval permits for occupancy as required.

Contract Terms and Conditions 

As an Agency of the United States Government, the Peace Corps has an approved contract template that it intends to use for the award.  Peace Corps reserves the right to deny making a contract award to a vendor should they refuse to sign the Peace Corps-approved contract template.

Minimum Criteria: 

A quotation will not be considered further if it does not meet the following minimum criteria: 

  • Contractor must have a minimum of five years of relevant, professional experience. Please provide details of work projects completed in the past three years.
  • Contractor must currently be in good legal and fiscal standing with no delinquent debt obligations and no legal judgments for non-performance of contract obligations. Peace Corps requires the contractor to submit documents from the relevant fiscal authorities confirming the absence of debt.
  • Contractor is a legally registered entity in the Kyrgyz Republic (Please submit a copy of the license/certificate of registration.
  • Contractor has positive feedback from previous completed projects. Contractor must submit at least 2 references. 

Negotiations and Selection:

Award may be made with or without negotiations between the Peace Corps and the selected vendor.  Award may be made to a vendor that provided the lowest priced technically acceptable quotation, or to a vendor other than the one that provided the lowest priced quotation, should that vendor be determined to have provided the best value quotation to the Peace Corps taking technical and cost factors into account. 

All vendors that submit quotations in response to this RFQ will be notified of the results.

If there is any discrepancy between the meaning of the English and Russian versions of the RFQ or Statement of Work, the English-language version shall be controlled for interpretation purposes.
