Summary of Position and Key Responsibilities

UCA’s Office of Research and Development (ORD) coordinates the externally funded programmatic and research activities of the University. The Compliance Officer will fulfill a critical function within the Office to ensure the compliance of all project expenditures with donor requirements. The Compliance Officer will serve as the in-house compliance expert to review and approve all project activities and expenses that are funded through external grants. Duties will include supporting initial budget development, monitoring project work plans and activity schedules, reviewing expenses during project implementation, and confirming compliance with all contractual requirements. 

Main Duties and Responsibilities

The Compliance Officer will:

  • Work closely with project implementers to monitor project budgets, identify all planned expenditures, and confirm compliance with contractual requirements.
  • Identify possible violations and resolve potential compliance issues before they occur.
  • Approve all planned expenditures undertaken by grant-funded projects.
  • Coordinate compliance risk assessments.
  • Support project implementers during project audits.
  • Any other tasks relevant to this position’s main roles and responsibilities as assigned by its supervisor.

Required Qualifications and Experience

  • University degree (Bachelor’s level or equivalent) in management, business, accounting, finance, law, or another relevant subject.
  • 2-3 years of experience in grant management, project management, internal audit, or grant funding context.
  • Knowledge of donor funding procedures and of donor-funded project budgeting and accounting processes.
  • Excellent communication and writing skills in English and Russian.
  • Knowledge of Kyrgyz, Kazakh, and/or Tajik is strongly desirable.
  • Exceptional analytical and organizational skills.
  • Proven ability to handle multiple tasks simultaneously, to prioritize and respond in a timely manner
  • Excellent team player with good interpersonal skills. 
  • Relevant computer skills using MS Office applications.
  • Knowledge of SAP CRM software is desirable
  • Ability to work in a multicultural environment and gender-sensitive environment.
