Background

The Kyrgyzstan Mountain Societies Development Support Programme (MSDSP KG), an initiative of AKF, is a locally registered public foundation that seeks to improve the livelihoods of select communities in Kyrgyzstan’s mountain areas. MSDSP KG implements a range of integrated interventions in inclusive economic development, agriculture, and food security, education and health, and early childhood development in collaboration with community-based groups and local government authorities. Enhancing local governance and improving climate change resilience are cross-cutting themes across AKF/MSDSP KG’s work.

Position Summary

Within the Procurement & Administration Department, a Procurement & Logistics Specialist (STTA consultant services) will be carrying out the quality service in the procurement of goods and services as well as in arranging the logistics of the meetings, workshops, and conferences. He will be responsible to provide overall procurement process including RFQs/RFPs, CAFs and FC contracting, communications with suppliers, contract management, payment processing, and reporting to the management in line with internal regulations.

Main duties and responsibilities

  • Logistics support to the organization of conferences, workshops, trainings, retreats, study tours, etc.
  • Preparation of payment requests related to procurement of goods, services, and works with all supporting documents
  • Assistance in preparation and   submission of material reports on completed contracts as per accounting requirements MSDSP KG and AKF KG
  • Organization of procurement processes including organization of market research, CAFs, ITB or RFQs/RFP, receipts and evaluation of quotations, bids, or proposals, negotiation of certain conditions of contracts, legal considerations and payment conditions, and risk assessment in full compliance with AKF/MSDSP rules and regulation.
  • Working with the BC system and providing payment
  • Support to organization of procurement processes including preparation of RFQs, receipt of quotations, and their preliminary evaluation.
  • Preparation and handling the routine correspondence related to general procurement matters; faxes; memoranda and reports in accordance with PF MSDSP KG rules and procedures.
  • Maintenance of files related to personnel, procurement, logistical, programme/project matters.
  • Full compliance of procurement with AKF KG and MSDSP KG rules, regulations, policies, and strategies.
  • Other responsibilities assigned by the Procurement Coordinator and PAD Manager

Minimum Requirements, Qualifications, Experience, and Functional Competencies

  • University degree in Economics, Law, Accounting, Finance, or a related field
  • 2 years of experience in procurement and logistics, preferably in NGO or international organizations
  • Strong knowledge of procurement principles and processes

Skills/Competencies

  • Strong PC skills (Word, Excel, MS Outlook, and PowerPoint)
  • Excellent interpersonal, written, and communication skills
  • The ability to use office equipment such as switchboards, fax machines photocopiers etc.
  • The ability to work in multi-disciplinary and multi-cultural team
  • Effective organizational skills
  • Time Management skills
  • Knowledge of USAID FAR and AIDAR regulations is an asset.
  • Good oral and written communication skills in English, Kyrgyz, and Russian 

Conditions

Duty station: Bishkek.

Contract type: Service Contract (based on the certificate of Individual Entrepreneur)  

Schedule of Payment: Monthly Basis
