The OSCE Academy in Bishkek is a public foundation, created in 2002 as a result of the partnership between the Kyrgyz Government and the Organization for Security and Co-operation in Europe (OSCE). The OSCE Academy promotes the values and principles of the OSCE through research, post-graduate education, professional trainings, and intellectual exchange. The OSCE Academy provides an excellent opportunity to gain valuable experience in the Administrative Department. Office manager/Assets management assistant is expected to: 

  • maintain daily business correspondence, arrange proper registration and distribution of incoming and outgoing documents, receive and distribute telephone calls directing them to relevant staff, meet and provide general support to visitors;
  • coordinate the meetings of the Academy’s administration, keep the calendar and work schedule of the administration, schedule meetings/appointments within the offices, draft and arrange storage of the minutes of staff and other formal meetings and sessions, provide other daily support to the administration as required;
  • provide necessary support to the administration in organizing service trips;
  • produce reports to the Ministry of Education and Science of the Kyrgyz Republic via the Education Management Information System;
  • monitor office supplies and order new stationery, furniture, appliances, and other office supplies as required;
  • timely file the appropriate documents for archiving purposes;
  • receive and register assets in the 1C programme;
  • take annual inventory of the Academy’s assets with the corresponding accounting of the fixed assets in 1C;
  • support the administration and finance department in the accounting and control of assets;
  • supervise office operations and procedures, ensuring the observance of technical, fire, and sanitary norms in the office;
  • maintain the office condition and arrange necessary repairs;
  • plan in-house or off-site activities, like parties, celebrations, and conferences;
  • supervise the work of the technical staff members;
  • perform other duties as required by the Contract.

Qualifications and eligibility:

  • Master's degree and/or diploma in higher education in Business Administration, Communications, Asset Management, Finance, Economics or other related fields;
  • proven experience as an Office Manager, Front Office Manager, Administrative/Asset management assistant;
  • experienced user of 1C – assets management;
  • computer literacy with practical experience with Microsoft Office;
  • hands-on experience with office equipment;
  • work experience with web-based reporting systems;
  • fluency in Russian and English (written and spoken), knowledge of the Kyrgyz language is an advantage;
  • proactivity, communication skills, excellent business communication skills (written and verbal), and strong knowledge of business etiquette rules;
  • ability to work independently, timely implement tasks, and pay attention to details;
  • ability to learn fast, a developed sense of responsibility, strong organizational and planning skills in a fast-paced environment;
  • ability to prioritize own workload and manage conflicting deadlines;
  • excellent analytical skills, experience of working with a large amount of information and documentation within a short period of time;
  • creative mind with the ability to suggest improvements
  • ability to establish and maintain effective working relations with people of different national and cultural backgrounds whilst maintaining impartiality and objectivity.
