The National Democratic Institute (NDI) representative office in Kyrgyzstan seeks a (Senior) Finance and Administration Manager.
Background:
The National Democratic Institute for International Affairs (NDI) is a nonprofit, nonpartisan organization working to support and strengthen democratic institutions worldwide through citizen participation, openness, and accountability in government. NDI has supported democratic institutions and practices in every region of the world for four decades. Since its founding in 1983, NDI and its local partners have worked to establish and strengthen political and civic organizations, help safeguard elections, and promote citizen participation, openness, and accountability in government. NDI works in Kyrgyzstan to support democratic institutions, including parliament, to further engage with stakeholders and citizens on policy and legislative developments based on citizen concerns and priorities.
The NDI Kyrgyzstan office seeks a (Senior) Finance and Administration Manager to oversee the office’s financial, administrative, and human resource requirements. The duties of the postholder will include oversight of the financial forecasting function, budget tracking, monitoring expenses against grant budgets, ensuring compliance with donor financial policies and procedures, managing all procurement processes, and overseeing the human resource function.
Duties and responsibilities:
Under the direct supervision of the Resident Director, the post holder will undertake the following duties:
- To oversee financial operations, accounting systems, expenditures, and monthly field expenses, including the preparation of the monthly wire requests;
- To oversee the preparation and final submission of all financial and accounting documentation;
- To lead the implementation of NDI’s policies and procedures and donor grant compliance requirements, including directly conducting regular checks in the Amber Road software system;
- To ensure the compliance of all registration and tax requirements with local legislation;
- To lead in the provision of budgetary and financial guidance during program implementation;
- To oversee the disbursement of grants to local partners;
- To provide leadership in the preparation, delivery, and follow-up of all internal and external audits;
- To provide leadership in relation to all procurement rules, processes, and procedures;
- To lead negotiations with current and prospective suppliers to ensure contractual obligations are met;
- To lead the process when reviewing requests for inclusion in the Mission's roster of suppliers;
- To take the lead in the following administrative processes: visa and legal accreditations; leases for expatriate staff and office; Information Technology; asset management; and safety and security;
- To lead all recruitment and training processes ;
- To lead the process of updating staff job descriptions to reflect current duties ;
- To ensure a competitive staff compensation package is provided in coordination with the Resident Director and NDI DC staff;
- To lead the annual performance evaluation process ;
- To ensure that all HR policies are updated in line with the local labor code and regulations;
- To ensure that all staff files are updated;
- To supervise the work of all staff within the Finance and Administration team; and
- To perform other professional duties as assigned.
Experience and skills required:
- An undergraduate degree in finance, accounting, human resource management business administration, and/or a related field is required. A postgraduate degree is strongly preferred;
- A minimum of 10 years progressively senior experience in at least one of the following areas: financial and accounting; procurement; grant management; human resources; and administration, preferably working for an international NGO, international organization, bilateral embassy, or private sector;
- Past professional experience in managing the financial, budgetary, and human resource policies, regulations, and rules of the state authorities, bilateral donors and international organizations, and International NGOs. Previous experience in human resource management is highly preferred;
- A minimum of eight years of professional experience in staff management ;
- Strong interpersonal skills as well as a demonstrated ability to communicate clearly in writing and orally;
- A high level of cultural sensitivity in communicating with a diverse range of external stakeholders;
- A high level of attention to detail;
- A strong ability to work as part of a wider team;
- An ability to integrate a gender perspective into all professional tasks;
- Substantive experience in all Microsoft Office programs and Google Applications. Experience in using NetSuite financial software is highly preferred; and
- Professional level fluency in the English, Kyrgyz, and Russian languages is required.
