Procurement Specialist (Re-announcement)

The Public Foundation Kyrgyzstan Mountain Societies Development Support Programme (MSDSP KG) is an initiative of the Aga Khan Foundation, established in 2006. MSDSP aspires to improve the quality of life and self-reliance of people in the Kyrgyz Republic through inclusive and innovative community-driven solutions, constant learning, and integrity. It implements a range of integrated interventions in agriculture and food security, climate resilience, work and enterprise, education and early childhood development, health and nutrition, as well as civil society development and promotion of gender equality in collaboration with community-based groups and local government authorities. MSDSP is active in many of the most remote and vulnerable communities in the Kyrgyz Republic, particularly in the rural and peri-urban areas, covering a total population of more than 520,000 people. Reports to: Procurement coordinator of Osh branch, Procurement and Administration Manager  

Job purpose: Ensure overall support in procurement issues of Osh branch of AKF/MSDSP KG in order to ensure effective and efficient operations in the office 

Qualification requirements

Education: University degree in business, or economics, management, logistics, finance or law

Experience

  • Minimum of 3 years of experience in Procurement management 
  • Sound knowledge of financial rules and regulations 
  • Experience in an international setting with international organizations is an asset;

Skills/Competencies

  • Solid experience in the usage of computers and office software packages (MS Office incl. Word, Excel, PowerPoint) as well as experience in handling web-based management systems. 
  • Excellent interpersonal, written, and communication skills 
  • The ability to use office equipment such as switchboards, fax machines, and photocopiers 
  • The ability to work in multi-disciplinary and multi-cultural team  
  • Effective organizational skills 
  • Time Management skills

Languages: Excellent oral and written communication skills in English, Kyrgyz, and Russian 

Duties

  1. Supports program staff to develop procurement plan, with detailed schedule for project implementation and delivery of procurement components;  ensures timely and proper preparation of project procurement plan, establishes the deadlines and monitors their implementation.
  2. Ensures full compliance of procurement activities with AKF/MSDSP rules, regulations, policies, and strategies; elaborates effective internal control.
  3. Ensures the office's full compliance in asset management processes in coordination with the  Osh branch asset management focal point.
  4. Supports the Project Manager and project Coordinators, in the preparation of the technical specifications , TORs for the goods/services to be acquired by AKF/MSDSP Projects/programmes.
  5. Organizes procurement processes including organization of market research,  CAFs, ITB or RFP, receipt and evaluation of quotations, bids or proposals, negotiation of certain conditions of contracts, legal considerations and payment conditions, and risk assessment in full compliance with AKF/MSDSP rules and regulations.
  6. Develops and manages the rosters of suppliers,and elaborates supplier selection and evaluation, quality, and performance measurement mechanisms.
  7. Manages procurement contracts.
  8. Drafts and maintains procurement templates including notices, bidding documents, evaluation documents, and supply contracts.
  9. Preparation, negotiation, registration, and signing of agreements with selected vendors.   
  10. Conducts the regular update of agreements’ database and the suppliers’ database
  11. Coordinates with AKF/MSDSP Finance Department to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation.
  12. Prepares and submits material reports to the finance department.
  13. Other responsibilities assigned by the line manager
