Environment expert (Individual consultant)

OJSC "Electric Power Plants" announces the recruitment of the environmental mitigation expert for the Uch-Kurgan HPP modernization project.

Project "Modernization of the Uchkurgan HPP" financed by the Asian Development Bank (ADB) 

The objective is to support the OJSC “Electric Power Plants” (EPP) PIU-Uch Kurgan in the environmental aspect. The individual consultant will work for EPP PIU-Uch Kurgan in monitoring and supervising the implementation of the Environment Management Plan (EMP) and will report to the PIU-Uch Kurgan manager.

The duration of the assignment is 1 year, with the possibility of an extension.

Primary place of work: Bishkek, Kyrgyz Republic, with occasional site visits to Uch-Kurgan HPP.

Tasks:

  • Review and endorse the environmental section of periodical project progress reports, ensure the quality of the bi-annual environmental monitoring reports before submission to EPP for submitting to ADB and public disclosure in accordance with ADB Safeguard Policy Statement requirements;
  • Supervise the development of an Emergency Response Plan and be responsible for quality assurance before submission to EPP for approval and then to ADB;
  • Coordinate with the EPP Department of Service of Reliability and Safety to ensure compliance with EMP and the contractor's health and safety plans;
  • Support project implementation consultant in reviewing the technical specifications and operating procedures related to waste management and carry out the overall supervision of waste disposal;
  • Perform regular site audits including the project site, storage area, and the roads used for transportation of equipment to the project site and transportation of oils and other wastes from the project site to the storage and disposal sites, to ensure that all mitigation measures are implemented adequately. In case of discrepancies the consultant shall report immediately to EPP to implement proper actions to establish compliance with the EMP; and
  • Supervise, implement, and review the updated Initial Environmental Examination (IEE) as necessary. 

Qualification:

  • University degree in the field of ecology, environment protection, or other related disciplines. Candidate with training in occupational health and safety is an advantage.– 20%
  • At least 3 years of work experience in environmental protection, health, and safety of infrastructure projects funded by international financial institutions (IFIs). Previous experience with ADB projects is preferred. Candidate with experience in the energy sector is an advantage.– 30%
  • Advanced knowledge of ADB Safeguard Policy Statement requirements – 30%
  • Knowledge of English language at intermediate level to handle daily business correspondence with consultants, contractor's and other stakeholders, and to supervise and monitor the implementation of ADB environment safeguard requirements, including site-specific environmental management plans – 20%
