Location: Bishkek, Kyrgyzstan

Base: Position will be based at the office of AP Kyrgyzstan.

Accelerate Prosperity (AP) is a part of a new global initiative of the Aga Khan Development Network (AKDN) in Central and South Asia, which provides a formal structure to catalyze enterprises, where economic opportunities remain insufficient. AP's mission is to create inclusive economic growth and empowerment, with a focus on youth and women in rural areas, by catalyzing sustainable Small and Growing Businesses (SGBs), and by promoting entrepreneurship. Through patient capital and tailored technical assistance and business advisory to startups and existing businesses, AP inspires entrepreneurship, offering lean startup incubation, getting promising enterprises investment-ready, facilitating mentorship, and enabling access to angel and investment financing.

Background:

AP is implementing a multi-country regional initiative supporting green, inclusive economic growth in the Kyrgyz Republic, Tajikistan, Uzbekistan, and Kazakhstan. This initiative involves complex financial management, multi-country coordination, and adherence to stringent donor and internal compliance standards.

The Grants Finance Officer plays a central role in managing financial operations for this multi-country action, ensuring high-quality financial reporting, compliance, and coordination across countries and teams. 

Main Duties & Responsibilities: 

Grant Management

  • Develop and maintain monthly Budget vs. Actual (BvA) reports for each donor-funded project.
  • Conduct variance analysis and provide insights to the Head of Finance and Operations and CD for strategic decision-making.
  • Maintain donor reporting schedules and ensure financial data accuracy.
  • Efficiently manage the regional budget allocated for AP’s expansion into Uzbekistan.
  • Support the regional team with international procurement, fund management, and logistical coordination.
  • Ensure compliance with regional and donor financial requirements.

Monthly Accounting & Banking

  • Manage monthly bank reconciliations and submit to the Head of Finance and Operations for approval.
  • Timely registration of payments in BC and online banking.
  • Post transactions, check card account expenses, register TRFs, Payment Journals, Cash Receipts, and create Credit Memos.
  • Full responsibility for the monthly closing of Restricted Funds in the accounting system according to internal deadlines.

Audit and Compliance

  • Lead preparation for external and internal audits.
  • Support tendering for audit services.
  • Respond to audit queries and maintain complete financial archives.

Procurement & Administrative Support

  • Full oversight of procurement processes, including vendor management and compliant contracting.
  • Maintain procurement documentation aligned with AP policies.
  • Coordinate procurement for regional and international activities.
  • Manage logistics, venue contracting, schedules, participant communication, and end-to-end planning.

Requirements:

Education

  • (Required) M.Com, MS Finance, MBA Finance, ICMA, or an equivalent recognized professional qualification
  • (Required) Minimum 3 years of relevant hands-on experience specifically in managing projects funded by FCDO, SECO, and other donors.
  • (Preferable) Experience of working in Central Asia
  • (Preferable) Experience in projects related to entrepreneurship, business development, SMEs, etc.

Technical Knowledge

  • (Required) Strong knowledge and command of the IFRS, ISA, and internal control systems.
  • (Required) Knowledge of FCDO Compliance and Reporting Requirements.
  • (Required) Knowledge of Financial Reporting Templates used by FCDO and SECO.
  • Excellent writing and reporting skills.
  • Computer literate (Word, Excel, PowerPoint, etc.).

Soft Skills

  • Excellent written and oral communication skills in English and Russian.
  • Highly proactive and passionate about work.
  • Capable of producing high-quality results within often tight deadlines.
  • Ability for multitasking and working under pressure.
  • Demonstrated ability to work cooperatively with all levels of management.
