As part of the implementation of the Primary Health Care Quality Improvement Operation (PHCQIO) Additional Financing Project, financed by the World Bank, the Ministry of Health of the Kyrgyz Republic announces a competition for the following vacant position: Monitoring and Evaluation (M&E) Specialist of the PIU for the implementation of the Primary Health Care Quality Improvement Operation

Qualification Requirements:

• Higher education in health, economics, statistics, project management, public or social sciences, or related fields;
• At least 3 years of professional experience in monitoring and evaluation, program or project management in healthcare, including the development of indicators, data collection systems, and reporting;
• Practical experience in projects of the World Bank, Asian Development Bank, or other international organizations, including preparation of reports and interaction with donors;
• Analytical skills: experience in conducting quantitative and qualitative data analysis, preparing analytical reports, conducting surveys, and impact evaluations;
• Computer and IT skills: proficiency in MS Office (Word, Excel, Access, PowerPoint), databases, and modern analytical tools (SPSS, STATA, Power BI or equivalents), as well as experience working with dashboard systems;
• Languages: fluency in Russian and Kyrgyz, sufficient knowledge of English for working with project and donor documentation.
